SUNAPEE BOARD OF SELECTMEN
7:00 PM Town Office Meeting Room
Monday, March 11, 2013

Present Selectman: Fred Gallup Chairman, Emma Smith Vice Chairman, Suzanne Gottling,
Shane Hastings, Joshua Trow and Donna Nashawaty, Town Manager
Also Present: Mr. Smith, John Wilson, and John Augustine.

Chairman Gallup opened the meeting at 6:30PM

Review of Items for Signature:

Appointments:
Library Authorization for Construction Manager and Architect
The Board is being asked to approve the payment process for invoices for the construction of the new library. To date, two invoices have been received for the amount of $43,172, which have been paid for by the campaign funds. Monitoring of the project is being done by Vice Chairman of Library Board, Peter Urbach, Treasurer, John Wilson, and Library Director Mary Danko. John Wilson reported that they meet with the architect and construction managers on a regular basis and review the status of the project and report regularly to the Library Trustees.  The Library Trustees are asking the Board to pass a motion authorizing the Library Trustees the authority to pay routine invoices for the architect and construction manager. It was agreed to take up the issue at the next Board of Selectman meeting.
Motion was made to authorize the Library Trustees to pay bills totaling the amount of $43,172 by Selectman Gottling and Selectman Hastings, Unanimous.



Tony Bergeron-Gazebo Roof
Tony Bergeron discussed the replacement of the gazebo roof. A color was discussed and agreed upon, Smoke Grey. Tony Bergeron asked the Board to approve the amount of $16,001 dollars for the roof to be repaired.
A motion made to approve $16,001 from the Town Building Maintenance Capitol Reserve Fund to be used to fix the roof of the Gazebo by Selectman Trow and Selectman Smith, Unanimous.


Public Comments
John Augustine asked if one of the Board members was assigned to attend the Harbor House Livery meeting that will happen Tuesday at 5:00PM to set expectations on what the committee would be presenting at the next Board meeting.
John Augustine said he found the valuation in the town report for the Harbor House Livery building and would like more information. Donna Nashawaty stated that it all depends on what the building would be used for in order to give it a more accurate assessment value. Donna Nashawaty stated that Norm Bernaiche, Chief Assessor, would be at the next Board meeting to discuss the ratio study and could answer other questions at that time.

Selectmen Action
•A motion to approve the Montambeault deed as presented made by Selectman Hastings and Trow Unanimous.  The Board would go to the Town Clerk to sign the deed as a notary is required.
•A motion was made to accept the Cash Receipts Policy made by Selectman Gottling and Hastings, Unanimous.
•A motion to accept the use of facilities on July 12th for the Prouty Bike Ride, Route 11 to Springfield Road made by Selectman Trow and Selectman Gottling, Unanimous.
•A motion to accept the use of facilities on March 31st for the town gazebo for the United Methodist Church Easter Service was made by Selectman Smith and Selectman Hastings, Unanimous.

Chairman’s Report
Chairman Gallup discussed seeing in the Legistlative Bulletin that there was legislation to add additional tax to gas. During the discussion comments were made that funds generated by this tax are supposed to be designated and can’t be syphoned off.
Town Manager Reports
•Donna Nashawaty went over the deeding for the tax year 2010 with the Board.  Donna Nashawaty reported that selectman must sign waiver prior to May 2nd to any property that they don’t want deeded.
•Donna Nashawaty discussed the Equalization ratio. Donna Nashawaty stated that the Sunapee Assessment Program is performing well. Norm Bernaiche will be at the next meeting for any further questions.  
•Donna Nashawaty stated that the Public Utilities Committee approved Sunapee’s Hydro for certification to sell the Recreation Certificates for the pool.  The Rewnewable Energy Certificates adds up to about $60,000 year.
•Donna Nashawaty reviewed the process of the Highway Job Hire process. Applications have been received and the committee is still being put together. Interviews will begin next Monday on March 18th. Donna Nashawaty was looking for a Board member to be part of the Committee and Selectman Smith stated she was interested.

Old Business
Chairman Fred Gallup reported that Richard Leone should have recorded his boundary line agreement and all should be cleared up as of now.
